At the Everett City Council Budget Hearing for Admin and Finance on Wednesday, May 27, 2026, Monica Ford, the treasurer and tax collector, opened her presentation by greeting the councilors and introducing herself: “Monica Ford, treasurer and tax collector, and I’ve invited Bill here to join me.” She thanked the council for the opportunity to present her budget and said she would “highlight some of the main functions” of her department.
Ford described the tax collector’s office as responsible for printing and mailing tax bills and collecting real estate, personal property, water and sewer, motor vehicle excise, parking ticket payments, and other department payments. She said the office also issues resident parking stickers and visitor placards, manages the real estate tax title process, and assists annually with the water and sewer lien process. She noted that services are provided in multiple languages “to assist our residents.”
She then outlined the treasurer’s office functions, saying it records revenue in the financial software system, reconciles bank accounts, reconciles cash with the auditor’s office and general ledger balances, processes payroll for city and school employees, funds vendor and payroll warrants, and makes all debt payments. Ford also thanked her staff, saying she was “fortunate to have” them and that they do “a great job that they do on a daily basis.”
On staffing and budget impacts, Ford reported: “We have no vacant positions,” and said she anticipated returning approximately $75,000 to free cash, including $50,000 from the personnel line and $25,000 from operating. She concluded her presentation by saying, “That’s it. I can take some questions.”
In response to a question, Ford said, “Yes,” and explained that with the new budget, the department had reviewed who was being overpaid and underpaid, and those decisions had been made. She added that “anything having to do with the union is under negotiation right now.” No votes were taken during her presentation.
